It does apply, it's on my AppRegardless of whether you have experienced a frozen rear view or not, you should have the update installed. It has vastly improved the overall stability of my infotainment unit and the screen is noticeably brighter. I've only had one lockup in months and it no longer has audio pops on a random basis. Prior to the update, I had a least one freeze a month requiring the hard reset and random pops at least once a week.
EDIT: Looking at your signature, it says you have a 24 Lariat which should have standard Sync 3 (or at least the USA models did). If that's the case, this recall doesn't apply to you. I would double check by running your VIN on the NHTSA website. I'm also not really sure if any of that applies to vehicles outside of the USA.
