Priority codes only affect those orders within the specific dealer.

EDIT: Also, if every order is put in at that dealer with a 19 it would have no affect at all. Then the order date would be the priority factor.

I did.

OOps. Sorry not a build date. I was moved to a priority 2 from a priority 19.

This. And yes, there have been people with a 19 been scheduled. Likely because their dealer set everyone to 19.
