I ordered in July from Allentown PA dealer and got X-Plan. They simultaneously had a lariat with markup.
Called around at time of order, most dealers seemed to honor X-Plan for a new order but not on something on the lot.
Seems YMMV, you should call around to dealers you find local to you that have the stock you want.
