Does anyone know why you cant shut the interior fan off unless you shut the system completely down

Because there is no 0 setting!

What did I win?

Really though - per design they don't have a way to mimic exactly just using outside air that comes thru at speed.
Without that, if Fan could be at 0, might as well have system off.

Close though.
Manual mode.
Temp to Lo.
Duct position to head or feet or both.
Fan to whatever.
Don't push AC button though.

You'll get the outside air temp.
If you set fan to 1, I think I've noticed it being slightly faster when I'm going faster and toggle Recirc button, like it's pushing thru faster - but maybe not. It would be pushing against fan though. So might as well use it.

Now - even in that mode, if humidity is high enough the system thinks it matters - you may feel a bit of AC being enabled though no light comes on.

I have a off button on the fan which worked until it warmed up. So the truck thinks it humid is the reason for it. Learn something everyday. Thanks

Now I'm wondering if I ever tried to push the fan knob on the 24MY, for an off position.
It references blower being off - unless they mean off because the system was turned off.

Turn the control.
Note: Lights on the control illuminate to indicate the blower motor speed.
Note: When you switch the blower motor off, air conditioning turns off and the windows could fog up.

Compared to 25/26MY not really saying.

That seems strange.
There is no off on the knob.

But sitting on 1, and getting up to speed did increase the air flow.
But even at 70 - setting 2 was faster flow.

Now, I have seen times the HVAC system came on and didn't hold my prior settings (which were not Auto) - so there was fan speed and vent direction - but no lights on what those were until I turned knob and pushed a button.
