22 to 24 front license plate brackets are indeed different than 25.I posted a picture of my 23 bracket below for comparison.

I wouldn't put that past a dealer.
It seems improbable that ford would toss a mounting bracket for dealer's to install into the storage compartment on states that require plates, and not for others--that would take nearly as much effort/labor on a cheap part as installing on all, or installing if the destination was checked.
In Nevada, a front plate is required if the vehicle was originally equipped with it. My dealer simply left it under the seat. Then again, given that my wife has personalized plates, maybe I should take it in and make them install it . . . I'm certainly not drilling through the panel myself!
Not realizing the "if" in the requirement, I made the dealer make multiple attempts to mount a front plate on my Miata almost 20 years ago. I finally gave up on getting something that would stay mounted (even though I had vanity plates)
