All Ford said was there is no intention of providing a model year transition offer. Basically those of us who don't get one this year re-order and start over with all the new model year 24 orders with no additional incentives.

Get the refund and have the SIBL done yourself. I have seen multiple quotes for around $600 for this on this forum.

Nope they won't sell out of state. They called and offered it, but would not close when they found out I wasn't in Texas. Can't blame them for that, but still stings and the closest I've gotten so far.
