If you ever have occasion to pull your tail light housings it will be pretty clear what the splash guard is there for. I pulled mine at around 8k to install LED lamps and immediately ordered the Mabett covers thereafter. The unprotected side housing and wiring harness was covered in rock salt glue.

148ft lbs is really not that tight. Easily achieved with a 2ft 1/2 drive torque wrench. You could always carry a rubber mallet to smack the lug wrench if you have noodle arms.

I run 91/93 only, also. I still get occasional lug, especially below 32 deg f. ambient air. I believe the FX4/4K tow suffers more from lugging due to final drive gearing, maybe.
