In northern Iowa, I've been driving mostly city miles all winter. It has been cold, snowy, colder, and snowier. I'm getting 21 mpg. In the summer, when I was driving more hwy miles, I was averaging 30 mpg. As stated here, you should expect significantly worse milage this time of year.
