    That was my impression as well. And for a long time too. I had cars back in the eighties that released pressure when you removed the fuel cap. Maybe that's changed in recent years?

But recently my wife had one of those placards after knee surgery, and when she was my passenger and I couldn't get a spot with the cross hatched area on the passenger side, I would park as this person did to give her room to maneuver in case somebody crowded...
