Yeah, that's definitely the pedestrian warning system. The speaker is under the hood, behind the bumper, near the air cleaner. The control module for it is in the rear seat compartment with the 12v battery.

The vent position is controlled by the module, which is why it's not lit up. It will automatically adjust to panel vents, floor vents, defrost or some combination, based on interior, exterior temps, requested set temp, sunlight sensor and humidity sensor inputs.
