I'm working under the assumption that if Ford rated for 2000# it is probably capable of pulling 2500-2750#s before the legal dept reminds them not to go overboard. European vehicles are often rated for higher towing capabilities than there identical American counterparts. I have a 1700# camper...
I would assume that online orders are essentially pushed through a dealership. Ford is not legally allowed to sell vehicles direct to consumer. That being said, I think it is always is FCFS; unless you order a trim package that suffers from some sort of delay.
Always treat them as 2 separate transactions. 1) You are buying car from them. 2) You are selling them a car. Sales folk always ask if you are trading something in up front. I always tell them that I have not decided and will make that decision after I decide if I'm purchasing a new vehicle.

I would guess sales could climb in years 2 and 3 if Americans are convinced that a non "frame-on-rail" truck can still be a truck.

Are the components in the Ford towing package fairly standard across their line-up? IE...hitch, 7 blade connector, etc? Most importantly...will the Maverick have a tranny cooler standard or will that be part of towing package?
I would think that dealer is creating a potential headache for themselves. Sure...there are potential sales but there are also potential pi$$ed off customers when the information they have provided proves to be inaccurate. Also...I'd think Dearborn would be a bit miffed at them "spoiling"...
