As for customer changes up to the time the Maverick is going down the line.....
No one here has mentioned the third party supplier. Sure, if Ford had a warehouse with a gazillion parts stocked they could make changes up to near production date.
But much of what goes into the Maverick as it goes down the assembly line is third party supplied. Meaning Walmart does not carry the raw materials to build the dash assembly, seats, drivetrain, and so on.
They need time to source raw materials, even staring with raw ores, to make the parts Ford orders. Consider that when wondering why you cannot change to an XLT from an XL a week before it goes down the line.

I received the dreaded 45 day email last Sunday. Ford says they are still having supply chain issues. Just what we don't want to hear after getting rolled over from 23 to 24! And yes, I am not feeling positive at this time. Who would have thought that a trailer hitch, a hybrid, a full-size spare, or an XL would cause such problems? Well Ford, I changed to Ecoboost like you asked and the beat goes on!

Yes, making changes while a truck is being built would not be feasible.

I was trying to make these changes ten days before my truck was scheduled for production, and months before it would be "going down the line". Someone dropped the ball.

Like I mentioned before, the Dealer should have gotten verification and passed that on to you. Someone there did not put the request through the system. At least properly.
At least it was not something that was not too big a deal to deal with.
