As see as the pic attached, is there any rack can be installed, if my Maverick has tri-fold hard cover?

Not likely.
The hard fold up covers can be blocked by the rack system. Particularly if there is substantial inward lean of the uprights.
Might want to search the forum because I do recall some folks talking about particular problems that.

Adarac pro can be used. You will have to drill and fasten the rails. I think you may also want to trim the height a little as well for the Mav. I didn't go that way. I use one Thule roof rack and a vertical hitch extender to haul my kayak. I'm taking the boat to the shore Tuesday and will post pictures of the setup hopefully Wednesday.
I have the elevate rack system with the Ford tri-fold hard cover. The elevate system works with many covers. I do have an issue when the rack is in the lower setting and it blocks the cover from making the last fold against the window. I have to adjust height of the rack ti the higher setting if I need to completely open the cover.

can you put a bike rack on top of the bed rack?
Yes - definitely can do that. I have an old Thule rack that will mount into the t-slots of the elevate bed rack. I haven’t looked at any of the latest Thule/Yakima racks but I’m sure there is a way to mount them on the rack.
