What would be the best time to do that, literally when ordering in September in person, doing it @ the pick up/purchase of the vehicle (isn’t putting deposit down toward count as a purchase when ordering?), or just calling before then to casually found out?Ultimately it's up to the dealer on whether they choose to participate in the program or not, on any given sale.
The reason for the quote from the program rules is that with a Plan purchase, the price is fixed, there's no negotiation. So you're expected to identify yourself as a Plan participant to inform the dealer you'll be buying at the set price (if you complete a purchase). It's a set purchase price and a cap on doc fees. Otherwise you get into negotiation and say well actually, I wanted to use X-Plan.
I feel like why would any dealer accept x plan pricing as opposed retail or over especially in today’s market but some folks are getting some thumbs up for it so idk. I’m dreading to found out myself (I’m like 90% I know what the answer will be form the local dealers here in south FL dealers near me) but I’ll never know unless I ask I guess
