Who produces window sticker?

I know this dumb question has been answered before but can't remember seeing it.
Who, when, where, and how are the window stickers produced. I have my VIN and e-mail (3rd) with a scheduled production date but have never been able to see the window sticker.

My window sticker showed up about a day after my status changed to "in production" on the Ford tracker. Of note, the window sticker did load a day earlier from the tracker linked through this forum (pinned thread) than it did by clicking on the link to view the window sticker from the Ford tracker. Kinda strange.
