COBB is a performance parts manufacturer and supplier. They make/sell all kinds of performance car parts for many different brands. I've bought a handful of upgrades from them in the past for my Mazdaspeed and know that they offer an accessport/tune for the Maverick currently.
I'm 47, here's my $0.02 about what is Cobb Tuning. This is straight from memory so I might have some details wrong.
Trey Cobb is the founder and former employee of Rotary Performance. In 1998, when Colin McRae was pretty popular driving the GC8 series Impreza world rally car, Subaru of America released the 2.5RS which looked like a WRX but unfortunately had only the ho-hum ~160 horsepower naturally aspirated 2.5 flat four. Trey bought one early and started importing and reselling parts from Japan. I bought a '99 2.5RS and bought a swaybar, coilovers (pretty sure they were Tein HA) and cams from him.
When the WRX finally arrived in 2001 as a MY02 Cobb Tuning was one of the first to start modifying it. They also supported the Evo when it came out in 2003. I bought an unsold '03 Evo8 in 2004 and drove it from 4 miles to 107k miles, from 30k on with a first-generation Cobb Tuning Accessport and turbo-back exhaust running 22psi. They're still big in Subaru and got big into Ford with the Focus ST and later models.
Despite all that, I haven't bought an Accessport for my Maverick yet. I actually don't even know if Trey still owns the company or is involved in it.
