It makes it harder for someone to steal your tail gate, but if you keep it locked then it wont matter.

The hinge lock is exactly that - it locks the hinge so the tailgate is not easily removed.
You can do the same with a simple hose clamp for a few bucks. The one from Ford (McGard brand) is essentially a rubber-covered hose clamp with a unique screw pattern like their wheel locks where not just any screwdriver or socket will fit. This link is to the same one:
