Vanity plate on drivers side for balance?

Does anyone know if its legal to put a vanity plate of something like the US flag on the side opposite your standard license plate?

I know in PA where we don't require a front license plate, you are allowed to put whatever plate you want on the front. Since this is the first vehicle I've ever seen with an off centered plate, looking to add something to the left side for balance. maybe even a license plate size decal?
