I have a 2022 XL eco with 4k Towing and AWD. Anyone experience problems in tow mode with transmission selecting lowest gear and getting stuck in that gear until hill flattens out. I understand it is engine braking by design but it seems to get into the lowest gear with the engine revving excessively. Seems that the gear selection when going downhill should be analyzed.

That's what it is suppose to do.

The tow/haul feature: Delays upshifts to reduce the frequency of transmission shifting. Provides engine braking in all forward gears, which will slow your vehicle and assist you in controlling your vehicle when descending a grade.

I understand the reasoning but the application needs to looked at. The engine revs way too much for the hill I encounter and there is no way to stop in except reaching the flats for a undetermined period.

Sounds like it's working. Are you just coasting down hill heading towards stopping? Are you in cruise with a speed set and if so engine reving should slow down as that speed is reached. It will only run at whatever amount of air needs to be compressed to reach desired speed.

i experienced the same issue bacI in February. I was towing a light utility trailer with 150 pound payload from PA to Florida. Total weight of trailer and payload was about 400 pounds max.
Twice during the first few hours of the trip while driving on highway i accelerated back up to normal highway speed from a slowed speed (once from toll booth and once from hwy entrance ramp ), and the transmission continued to hold a low gear after I eased off the gas pedal once I hit my target speed around 65 mph.
The transmission cntined to hold the low gear with higher rev for about 10 seconds until I finally became annoyed and switched the transmission to Normal mode which immediately kicked the transmission into a higher gear and the revs went back to normal. I was driving on flat terrain and so it was not related to hilly terrain as in your case.
i kept the transmission in Normal mode for the rest of the trip and never experienced the issue again after that. I have not reported the issue to dealer service as I doubted they would be able to diagnose any issue.

I have XLT 2.0 EB with 4K tow pkg.

I went to the dealer and talked to someone in the service dept. They really don't have any idea what to do if it isn't throwing error codes and there aren't service bulletins. I then contacted Ford customer support and explained what was happening. I asked them to take the issue up with their engineering. This problem will shorten transmission and engine life. I made a copy of the dialogue I had with the agent. I don't have a lot of faith that he will follow through. If enough of us complain it might wake them up.
