Tie down on top of tonneau

Has anyone figured out a good way to put tie down straps on the truck to tie things down on top of the tonneau cover? When I'm loading up, I've wanted to either put a folding table or a ladder on top of the hard trifold cover when the bed is full.

I'm wondering if there's a good way to add tie down points, or if rails are a better idea?
