Speedometer Value Change?

I would agree with human error but when tested at numerous times on numerous highways and with various GPS it's consistent in its inaccuracy.

I wouldn't mind if it read low but the odometer and speedometer are reading higher than actual.

GPS measures distance "As the crow flies", not taking into account hills, valleys, and dips in the road. The measuring wheel measures a true mile, although wheel slippage and human error is not taken into consideration.
