I thought 10 was the lowest a dealer could go. 1-9 for ford itself?

Last year that was true. Ford opened up 3-9 to dealers and Ford will use 2 if they need like they did for 2024 rollovers.

I see, is it still true that it's round robin from dealer to dealer though?

Simplifying, say ford had 2 dealers, both with same allocations.

Dealer X has 3, 4, 5
Dealer Y has 10, 11, 12

Ford would still pick/build in this order?
Round 1 = 3 & 10
Round 2 = 4 & 11
Round 3 = 5 & 12

Vaguely so. You have the gist of it. Both dealers will get orders every month, so priority code doesn't apply between dealerships. Ford gives each dealer an allocation which determines how many total they plan to fill for that dealer.

Let's say dealer X gets 50 allocations. Ford will look through all their orders and attempt to make about 4 per month. Depending on constraints they will attempt to make the 4 lowest priority orders first, but if any of the 4 are constrained they may not go exactly in order.
