Is my normal drive mode really set for tow/haul mode?

I drive down a small mountain for 3 miles three times a week. The truck seems to not want to upshift and stays on the “3 rpm” most of the way down. I have to goose the gas pedal to get it to upshift. But yesterday it was raining and I switched to slippery mode. Well low and behold the truck shifted smooth as can be and eased perfectly down the mountain. I haven’t tried the tow/haul mode yet but feel like there’s something wrong with the normal mode.
I’m supposed to go in for the tow recall next week but I can just imagine how they will react when I try to tell him this.

It's normal operation to engine brake based on grade and pedal position. My ford escape would routinely rev to 3000 or so on grades. I have the hybrid so I can't compare that as the drive train is so different.

Agree with area51, it's perfectly "normal" in normal mode, to get some engine brake on long grades.
