How to paint steelies black while on truck?

My neighbor just uses plasti-dip and sprays the rims while on the vehicle. It looks like crap, lasts about 4 months...and he does it to every single car he owns. He bought a brand new, $75k Toyota Tundra...the next day he "blacked it out" with plasti-dip on all badges and brand new rims. So yea, if you don't mind spraying them every few months and looking cheap then use plasti-dip.

I am not a mechanical guy and do not know how to remove the whole tire from my car to spray paint the steelies black.

Has anyone left the steelies on and painted them black. If so, how did you do it?
When I painted my steelies black before getting bronco sport wheels I used index cards to go around the edge. I put them between the tire and rim edge and just went around overlapping them until all was covered. I did 2 wheels at a time with cardboard underneath them. I masked off the tire valves and put three coats of black rustoleum on them. Put them back on and did the other two. Turned out pretty good, there are several YouTube videos showing how to do this as well.
