Has anyone tried making a bed rail system that includes a headache rack? It looks to me like it'd be a pretty good way to mount one permanently without having to rely on clamps or modifying the body. And that body looks like the kind of thing I really wouldn't want to try welding to, even with "ground to the workpiece."
The whole thing would probably end up being stainless, although I'd probably use galvanized screws and paint the back sides of the rack and rails. Dissimilar metals, galvanic corrosion, that sort of thing.
Disclosure: This would also be my first welding project in something like six years. I'm a little out of practice, lol.
