I'm going to pass on a view as I'm somewhat familiar with the topic.

The assertion that they will find a way to tax you despite your thrift with whatever societal ill they target is true.

Like the video says, Virginia does have an extra tax for fuel efficient vehicles. A HUF (Highway Use Fee). While I don't like the extra fee, it is based on the MPG for the class of vehicle you have and an average of ~11k miles per year. Since I currently get well above the expected MPG (and hoping to do the same with my Maverick) I am almost getting bargain (no extra fee would be the best bargain) as I am driving about 22K miles a year. If they based it on actual mileage, then I would pay a lot more.
