Wow - at least it should be painfully obvious to tell.
Not sure how someone would clean off enough to get it operating semi-decently to fool anyone except someone just not looking and not following advice easily heard.

Most states have laws against selling flood damaged vehicles, but they still sneak through. There are things that you can look for easily, like pull a seat belt out to the end and look for staining.
