The delayed start for the 2023MY was on November 23. I didn't know that Ford would be filling fleet orders first until I read a Ford Authority artilce

Fleet orders are usually bare bone units. They are probably building Ecoboost XL for fleet operators to keep the lines running until the get parts that are constrained to build retail orders. Makes sense if you want to keep a factory running while parts are in short supply.
