Combining private offer question

I am one of the ones that ordered a Maverick Hybrid in Dec. 2021 for a MY22. It got converted to a MY23 and has now been converted to a MY24. It was my impression that you could combine private offers #32168 and #32172 for those of us that have been converted for 2 years. I called Ford Marketing today and they only had a private offer for the MY22 too MY23 price protection. Had nothing for MY23 too MY24, shouldn't I have both???
Question #1; do you get both private offers from going from a 22 to a 23 and then to a 24 ?
My24 order is a Lariat Hybrid with NO OPTIONS except floor mats and is priority 2, but still not scheduled for Nov. I can't believe that there are that many orders that are older than Dec. 2021. Dealer says he has allocations.
Question #2: Are they really building the oldest orders with priority ?
Visiting with the marketing 800 number they are nice and polite but cannot answer the tough questions.
Question #3 Is there another email or phone number that can answer the tough questions ?

If you have waited that long my opinion is your dealer does not have enough allocations for their orders.
Both offers apply IF your dealer ordered the 24 correctly which the PC of 2 would seem to indicate. Have you confirmed with Ford it is at 2 or just the dealer?
Priority 2 is getting built subject to the dealer having enough allocations for the month and the constraints/build plans each month. There are some 20,000 rollovers so it will take awhile to get them all built.

Ford confirmed it was a PC 2. Dealer says they have allocations but cannot verify that I know of.
