Cargo light stays on while driving

Anyone know why the white rear cargo lights (in the 3rd brake light housing) might automatically stay on while driving and parked.

I switched out the lights with lasfit upgrades, and made some adjustments in forscan for the DRLs to stay on, but I don’t see anything that specifically mentions the upper cargo lights staying on?

the switch will still respond to turn them off and back on, just can’t figure out why they default to on every time.
