Bed outlet - works only when truck is on?

For the outlet in the bed do you have to have the truck on in order for it work? I can turn the bed light on but the outlet only works when the truck is on. Is that normal?

Yes, I have also noticed that I have to turn the engine on using the key/push start.
Using the remote start the plug stays offline

Is the bed outlet and usb plugs part of the Lariat lux package or something else? thanks.
