The HVAC system has an integrated electrical heater. Helps the cabin warm up quickly while the engine heats up. Really nice feature from Ford. The booster heater is on Hybrids (so not a Lobo) and only works in a quite narrow range of conditions. Being 12V it's also not especially powerful, but mostly just to help provide defrost when the engine is cold.
