They can ask for what they want. I did not pay over MSRP, but a friend of mine paid 35k for a USED XLT because they had to have the one on the lot and did not want to wait. TBH id rather pay 5k over the 25k MSRP than 50k+ for an F150.
You have to be eligible for it usually through a friend/neighbor or an affiliated organization of some sort. Usually, membership in the groups requires 90 days before purchase, so no late minute signups. The dealer also has to be willing to accept the X-plan. It is an all or nothing thing too...
