I ended up purchasing some 1UP Equip'd components and putting together my own rack. The BillieBars mounts came with hardware to mount a 1UP roof rack and the Equip'd rack has the same dimension slots - so it worked out perfectly. I'm super happy with how the project turned out.

If you're asking how to remove the switch cluster from the console, I unbolted the console to lift it up and reach underneath to press the tabs on either side of the switch cluster. That allowed it to pop out of the top.
I took NoVaJimmy's advice and bought an FX4 instrument cluster from car-part(dot)com. I also bought the console switch from the same truck so I could enable hill descent control.

I re-read through the owner's manual and it does mention "pre-arm" time of 10-20 seconds - after which the security system will arm. This was in a section describing the LED behavior. And, since I don't have the LED, my brain just skipped over and didn't read it. lol

I think I figured it out. I did a google search and found someone having a similar issue on their F150. The answer? After I lock the truck, there's a delay before the impact sensor activates. I couldn't find this in the operating instructions that came with the perimeter plus; but, the F150 post...
EDIT: There's a delay between locking the truck and the impact sensor activating. A post in a different forum said one minute. I waited five and then the impact sensor did pick up movement.
