I only shift into ECO mode once I get on the freeway into cruising speed.

I kept the accelerator pressure the same when I went from Normal to Sport. It went into another "gear" and powered UP quickly (still same gas pedal pressure, I did not left off or push down).
When I looked under my Lariat Hybrid, I did not see any place to secure a Craven license plate holder (non-factory).
I believe a front receiver would have to be installed by an RV shop or equivalent as there is nothing aftermarket that will fit.

Yeah, so with EB having the 8-speed transmission, it needs to get to cruising gear faster/quicker. 2000RPM use to be 65mph (or so) cruising the freeway/highway, so I can see shifting at that level to the next gear.
