To piggy-back to what you said, FoMoCo can only enforce the dealer agreement since dealerships are independently owned businesses. The only way FoMoCo will have knowledge of any violations is through their customer service files.
That would depend how hard the hit would be on the receiver. In this post, I do not believe it would since it was in traffic, however, someone at 35mph, not braking, is a different story.

Go for it IF it's egregious, but remember, the one filing it will have their name on it. The dealer CAN refuse to service to you since it is a legal action. At least that's what I have seen in CA working in the industry.

Yeah, so if I had Intelligent AWD and noticed the majority of the time drive wheels are on the front, I would mount the cables on the front. I think someone should bring this to Ford's attention (@Ford Motor Company).
Since my Lariat Hybrid is FWD only, cables will be going on the drive wheels/front.
No control mounting them in the rear wheels on a FWD vehicle. (Just Google it.)
