Seems like a good deal. I just put new tires and 17" OEM wheels on my truck, that did not include TPMS and center caps. Costco charged $50 each for TPMS sensors, but they were the metal stems.

You may need to check if the threads are clean. Some spray-in-bed liner or maybe even a thick spot in the factory paint might be clogging the threads.
