If it is the OEM front license plate bracket, it will have been installed via rivets or bolts through holes pre-marked on the bumper to be drilled out.

I assume a large reason for that was the stop-sale due to the camera recall, unless this is specifically referencing MY2025 vehicles. in that case, i would refer to the shipping halt the mavericks had for about a month while they awaited a final software update before going to dealers in mid-march.
