It's a customer ordered vehicle, which belongs to the dealer until the customer has paid for it in full.

An order that was put in last with a priority 10 should get scheduled before a day one priority 19 at the same dealership. However, if that priority 10 order has constrained items on the build and there are no other priority 10's that can be scheduled then a priority 19 order could be selected...
Any 2022 orders that didn't get scheduled need to be re-submitted as new 2023 orders. Since you already had a 2022 your dealer should place your new 2023 order and give it a Priority level 10 so it is ahead of the regular 2023 orders.
