Sounds like your dealership is not keeping up to date - dealers can now set as low as 03, with Ford rolling a properly processed rollover order to 02 (and can also be set by the regoinal rep back to 02 should any changes be made).
Did you make a change to your order after the rollover was processed?
If so, your dealer needs to contact their regional rep who can put it back to 02
If not, you may want to make sure your dealer rolled it over properly in the first place and that you'll get your private offer still
