Personalized plates can be cool, but here in WA they charge you between $170 and $209 yearly for them and I believe another $35 is added when you get your tabs. They get enough of my money!
I'm not sure how warm a block heater will get your engine, but I got heated seats and steering wheel which really helps the MPG in the winter. My ICE will run if my coolant is under ~120 regardless of HVB charge. Having warm hands and heiney lets me stay comfy without having to keep the heat...
