The pump is in the center of the tank
The reason for the reserve is if you were to drive on a steep incline the fuel will slosh to the back of the tank.
They have tested it to about 45° & that's how much fuel it needs to keep the pump submerged, less than that & it runs out of gas.
Pretty common...
Ask them for a 78% discount on the nitrogen tire fill, that's the amount of nitrogen you get using air we breath.
Then ask them to prove your getting 100% nitrogen
