stupid question perhaps, do you have to be a member of a crisdit union to get financing from them? do they give loans to randos?

Anyone have a good recommendation for a credit union with low rates? NavyFCU is not possible for me. I was looking at PenFed and USAA as an alternative. Trying to see if there's other options.

Generally, yes you do. I was able to join NFCU online for a $5 account deposit. You must be a Active Duty or veteran for NFCU, but you should be able to join most credit unions online with a minimal deposit.
