Great news IF we have all materials - not so good if we still depend on China for what is needed to build them.
China is connected to this deal while not being the actual owner of the plant. For China the hand writing is on the wall, more battery plants in the USA = no more monopoly, so to keep a big dog share they need to partner. China's biggest hold on the market is the manufacture of battery cells first and battery packs a distant second. They get their raw materials from all around the world just like everyone else.

Yeah these partnerships in lucrative business sectors will be big for maintaining global stability. Sure it would be better if it was a US sourced, but we cant operate the whole world ourselves. Really we dont want to refine the minerals and build the cells anywhere near the great lakes anyways. Better they do that in China and assemble things here.
