Missing piece from the engine shield?

I did my first oil change on my 2023 hybrid engine. Before I removed the engine shield and I noticed that an insert in middle of the shield was missing. This is a location near the oil drain plug. My question is "are all configurations of the hybrid engine delivered with the insert missing? It doesn't appear that my engine shield had been previously removed. Or is this unique to hybrids with previious recalls of engine fire potential. Other options?
