Light Weight Wheel/Tire Combo?

I'm wondering about the relative weight of wheels and tires. Specifically, assuming all the variables are the same (outside circumference of the tire, essentially the same wheel and tire except for diameter, etc. etc.) would a 17" wheel with a larger (say 225/65) tire be heavier or lighter than a similar 18" wheel and a smaller (225/60) tire?
