More weirdness or unexpected results.
Changing Seatbelt Warn Market has at least one side effect beyond just delaying the chime warning. The Options are USA v EUROPE. Typically USA will display Instant MPG. Unexpectedly EUROPE will also replace the Trip 1 gauges to Distance to Empty but you can switch it back via the menus. While viewing trip 1, Menu -> Configure Views -> Clear the Distance to Empty Gauge-> Check the Instant Fuel Gauge. Only 4/5 possible displays are available.

Pretty clear that FEFM is Fuel Efficiency Format Menu. I will take a SWAG that Fuel Efficiency Enable is synonymous with Instant Fuel. Does FEFM Disabled imply DTE gauge will replace it? Possibly.
Maybe DTE is being mapped to other unused parameters Like Frost Telltale for Fuel Operated Heater. Based on process of elimination ECE maps to EUROPE Market and FMVSS maps to USA Market.

Comparing the ABTs generated by each of the options its just one line of difference. Europe Looks like this

From Livnitup you get 720-01-02 with the second Mask with two values and a checksum.
But I currently cannot figure out how the .ABT encoding maps to what is shown in the spreadsheet. Assuming DTE is FEFM disabled, the operator prefence about whether to show either may be stored somewhere else.

EDIT (3-Jun) Checked and 80% confident. I used a Text compare tool to compare the current Europe Market Seat belt warning with the display set to show Instant MPG, not DTE, with a ,.ABT file that I am 80% confident was saved before the display was changed. They were identical.

Last check- Any changes to the trip displays, DTE vs Instant MPG, are not reflected in the AS-BUILT files .ABT. They remain identical independent of how the display gauges are set.

Mystery solved.
Q? Why does misconfiguring the back seats from Monitor to Minder make the warnings on the front seats less obnoxious? A! the slithy toves did gyre and gimble in the wabe.
Q? What is the difference between a Monitor and a Minder? Jabber Wocky.
In the end I also added the Seatbelt Warning Market USA-> Europe so that any warnings are delayed until 12MPH. The chime is replaced with an singular ON/OFF beep rather than the 3 tone chime.

I have stopped caring because I will probably have close to zero passengers in the back seat but my current state is less than perfect. I am running solo so results may differ if there is a driver in the seat but currently, I get no Warnings if I sit in the back seat with engine ON. I get a positive check popup in the cluster if I engage the seat belt. I get a RED warning ! if I then disengage the rear seat belt. I piled a toolbox and some other heavy stuff in the passenger rear seat but could never get that to simulate a person trigger.

I have fiddle with the manual described 4 times seatbelt click and unclick but I think that only works in the front seats that are set to MINDER. At least for the back seats, the 4x click has no changes in the .ABT (AS BUILT) exports. I did WinDiff/WinMerge file compare on both the IPC and BDYCM .ABT files. Does that depend on the Minder/Monitor setting in forscan? Or the actual electronics under the seat? I don't know!

Alternatively you can try the 3x click your heels method, but that depends on whether your tongue is stuck out the right or left side.

Understood. I have made a few relevant changes already, including setting the Seatbelt Warning Market to Europe. That did a good chunk of what I was trying to accomplish.

The point of this thread is that Forscan has nothing to say about the two IPC sizes, Livinitup, has nothing and your valuable spreadsheet does not comment on it. I am just trying to better understand what the options are really doing. Like what is the difference between a Minder and a Monitor. I also scrolled through all the BCM options and I could not find the 6.5/4.2 distinction either. Why are there 3 1s in Alternate #2; 3rd row seating? Driver, Passenger, Back? I am not sure.

The only thing I have broken so far is that I no longer have the Seatbelt idiot light. Not even during the idiot light test at RUN position. I am not quite sure why.

EDIT (23 May): Figured it out with lots of paper and cross checking various user on here including @mar.neumann @GotMojo @Mabcim and @Livnitup. Makes no logical sense but the 3 1s represent changing the configuration of the 3 back seats from MONITOR to MINDER. Still don't what distinguishes a MONITOR from a MINDER, nor why the back seat configures = the front seats behavior. Got the idiot light back which is fine. Not sure why it disappeared as I have only changed the Market stuff. Idiot ligh might have something to do with my failed guess to change the 2 fronts MINDER to match back MONITOR.

Research Only, no change or confirmation about what it does. Only change so far is to change the Seatbelt Warning Market from USA to Europe. It has the desired effect of delaying the chime until about 12 MPH but no effect on IPC screens. It may have an unexpected side effect in that on my singular test, the Back seat triggered nothing. No warnings on screen/no chime at any speed. No change to the the actual 720-13,14 codes. SWM manipulates 720-01-02 only; 0=USA 2=Europe.

Ok, I did a load factory on the as-built IPC and restored the factory settings of the car to the new cluster, that solved the error.
