when you pull the cord to lift it up,, release it when seat is all the way up,, it will latch, then pull cord again to put down.

It would appear that you are correct!

My shoulder is still in quite a bit of pain, so I was trying to do it with one hand and didn't let go of the strap... Just have to hold the seat up with my forearm, till the other arm is more better!
