Fueling in extreme cold

I have a 22 XL hybrid, and have had a couple of instances wear the fuel door took several attempts to open, and then it was very hard to fuel. (The nozzle kept shutting off). Both times this happened it was quite cold out. Has anyone else had this issue?
It seems like there is valve somewhere down the fill tube that is not opening all the way.

Oh and before anyone ask, No I have never topped off the tank, first click, done.

Happened to me. I can’t say it was extreme cold because of where I live, but I think it was because of heavy rain in the days prior.

Happened to me one time at 55-65°F.
Took four button presses then it finally worked. Next time it took two presses. Then back to normal the last 8 or 10 times in a row.
