There is an actual limit, and plenty of aftermarket lights exceed it ("for off highway use only" is their get out of jail free card.)Yeah, I'm not sure what to think about the bulbs being brighter & brighter. There are times when I swear the car coming towards me has the brights on, but when I flash my brights, they flash theirs...and it's even brighter!
Is there a threshold for low beams? Like they can't be more than 10,000 Lumens or something like that? It seems like there should be, because sometimes they're too bright for me.
But there are other contributing factors: a lot is due to lifted vehicles and big tires, and otherwise modified suspensions (e.g., Carolina squat); some is due to pooly adjusted lights (as a kid part of the annual inspection in PA was headlight aim); and some is due to poor engineering (actually no engineering, only design and style).
The very cool color temperature of most LEDs doesn't help any either.
